Taking control of the revised Urban Wastewater Treatment Directive

The revised Urban Wastewater Treatment Directive (UWWTD) represents the most significant overhaul of urban wastewater legislation in more than 30 years. As utilities begin preparing for stricter requirements around nutrient removal and treatment performance, many are asking what the changes mean in practice and when they need to start planning. To explain more, Andrea Maggio, Global Product Manager, Process Intensification at Xylem, answers some of the most frequently asked questions about the revised UWWTD. 

There really is no time like the present. Although many of the new requirements will come into force in the 2030s and beyond, the Directive is already in the national transposition phase, with EU Member States required to incorporate it into national legislation by 31 July 2027.

The revised UWWTD introduces more ambitious environmental standards for urban wastewater treatment, including stricter requirements for nutrient removal, energy consumption and, for some treatment plants, the removal of micropollutants. While the implementation deadlines may seem some way off, early planning gives utilities the opportunity to assess how the changes will affect their assets, develop phased investment strategies, and deliver upgrades over time. 

However, preparing early is about more than simply meeting future regulatory requirements. It also provides an opportunity to improve treatment performance, strengthen operational resilience and address the challenges that many wastewater treatment plants are already facing. Investing in enhanced treatment processes, particularly those that improve nutrient removal, can help increase treatment capacity, improve effluent quality, support greater water reuse, and reduce energy consumption – all while ensuring plants are well positioned to meet future compliance obligations.

It is best to adopt a holistic approach that considers treatment performance, energy efficiency and long-term operational resilience together. It doesn’t have to be a case of optimising one at the expense of another. 

Upgrading an existing plant can create opportunities to reduce energy consumption through integrating the aeration design with high efficiency blowers. This can also be combined with intensification technologies that can improve performance and increase the hydraulic capacity with processes like Xylem’s BioMag® System.

However, upgrades to large operating plants can be challenging and the addition of small footprint downstream processes that remove multiple pollutants can be attractive – especially if they are a low energy solution.

Increasing water reuse starts with improving the quality and consistency of treated effluent. Many of the process upgrades that support compliance with the revised UWWTD, such tertiary treatment, can also produce effluent that is better suited to a wider range of non-potable reuse applications. 

The Xylem CoMag® System is a good example of this. This leading technology for solids and phosphorus removal uses magnetite to enhance the clarification process, settling chemical floc up to 30 times faster than conventional clarification. It has a small footprint, which increases the possibility to reuse existing infrastructure. Furthermore, because the system produces high-clarity effluent, compared to other technologies this helps reduce the energy and operating costs required for final treatment stages, particularly UV disinfection and an Advanced Oxidation Process (AOP).

The revised UWWTD places greater emphasis on monitoring, reporting, and demonstrating compliance, meaning wastewater treatment plants will need access to more accurate, timely and reliable operational data. Knowledge is power though and this presents an opportunity to improve process control and make more informed operational decisions. 

Digital monitoring, automation and real-time process optimisation can help utilities track treatment performance, identify issues before they affect compliance and respond more quickly to changing conditions, such as fluctuating flows or storm events. By investing in these capabilities now, operators can not only streamline future reporting obligations but also improve efficiency, strengthen operational resilience and maintain consistent treatment performance as regulatory expectations continue to evolve.

When it comes to compliance with the revised UWWTD, a combination of treatment technologies, monitoring and reporting solutions will be required, and Xylem can support plants to identify what best suits their specific operational needs.
